The administration of Pres. Rody Duterte and the government of Japan signed a partnership program to ensure cooperation on the treatment and rehabilitation of the country's illegal drug users which already reached to more than a million surrenderees.
Signatories of the said documents were officials of member-agencies of the Inter-Agency Task Force for Establishment and Support of Drug Abuse Treatment and Rehabilitation Centers (DATRCs).
The Philippine government is represented by DILG Undersecretary John Castriciones while the government of Japan was represented by Mr. Takahiro Morita of the Japan International Cooperation Agency (JICA).
The Comprehensive Assistance for Rehabilitation (CARE) was signed on January 13, 2017 in Malacanang. The goal of the CARE Program is to establish treatment and rehabilitation facilities and strengthen policies of treatment protocol and interventions for drug dependents nationwide.

According to PDEA Director General Isidro Lapeña, JICA has committed to support the program by extending a grant aid as token of friendship and cooperation between the Philippines and Japan.
Aside from the donations provided by JICA, the DATRCs Task Force, whose powers and functions include the determination of suitable locations of the DATRCs and their establishment and provision of operation support mechanism. It is composed of the DILG, DOH, DSWD, Office of the President and the Philippine Drug Enforcement Agency (PDEA).
The national government also noted that right now there are only 16 DOH-accredited government drug rehabilitation centers operating in the country, and the increasing number of in-house patients is straining the capacity of such facilities and their personnel beyond their limits.
