Three of the Philippines fastest growing cities outside Metro Manila namely Cebu, Davao and Cagayan de Oro (CDO) will become the recipient of the National Economic and Development Authority's plans of spreading the development to the countryside.
Based upon the plans of the Duterte administration, NEDA plans to provide links between the three key cities outside Metro Manila.In NEDA's National Spatial Strategy (NSS) review, the National Land Use Committee (NLUC), plans to create an inter-agency committee for the proposed linking of urban areas with marginalized ones by creating roads, seaport and airport links connecting people to better-paying jobs offered by the urban centers.

Socioeconomic Planning Secretary Ernesto M. Pernia said in a statement that "It is important to improve the mobility of Filipinos by enhancing connectivity between urban centers and marginalized areas. With improved connectivity, linking jobs and people can be done more efficiently."
NEDA added that the development of the three other urban hubs is part of a plan to decongest Metro Manila, which already has the well-developed transport links to surrounding regions.
“Its planning for space. It’s national level. Manila, Cebu, Davao, CDO,” said Carlos Bernardo O. Abad Santos, assistant secretary for Planning and Policy of NEDA’s National Development Office (NDO).

The strategy of NEDA is to make Cebu, Davao and Cagayan de Oro viable alternatives to Metro Manila for future workers.
